First, as I can see, Cryolunis has a BST of 560, which is quite massive for a non-legendary Pokemon.
Alrighty then. Cryolunis is an all-around sweeper, so if it used a move that could super effective hit Tropalm, he might not last. But Tropalm's Special Attack stat is also good enough to OHKO your Cryolunis if it used Fire Blast after Sunny Day with STAB, so...yeah.
However, if there is any move that can OHKO Tropalm in Cryolunis' arsenal that doesn't weaken with Sunny Day in effect, you might as well say Cryolunis would win, because it almost doubles Tropalm's speed. Cryolunis' sweeping is amazing, especially physical, so...yeah.
Otherwise, if Cryolunis doesn't have a good enough move to destroy Tropalm in the first turn, you'd have to pray Fire Blast misses.

This list is, again, based on both the BST and the distribution of the stats. As in, if you were to take 5 points from one stat and add it to another, it could be lower or higher on the tier list. That's how much of a difference it makes.

Ralzaleaf is awesome because he has great stats and can use powerful two-turn moves like Solarbeam or Sky Attack in just one turn, making him an extremely powerful threat.
