The above three sentences are false. I used the Pokemon Base Stats Rating System in order to make this list. But no Pokemon are supposed to be in the Too Good Tier so...Stibetel should be changed.

Nah, about 10 minutes maximum.

Stibetel is too high, so it's Base Stats should be altered to be under the Fantastic Tier. Plus, its BST is too high.

Should be: 130/60/130/80/100/40 = 540, and NOT 570, which is better than many Pokemon. 540, however, is at least viable because it isn't legendary or a special kind of Pokemon in any way.
