This is best used as a lead for your team. If set up correctly, you can begin the battle with an extreme advantage. Use substitute on your first turn. Hopefully the opponent doesn't attack you, because Seflawisp's stats are pretty abysmal, so if you're hit, you won't have much health left. If you get a sub up, you are luckily safe from any status effects. Status on Seflawisp is the worst possible thing that can happen to it, and you'll be forced to switch out so your next Pokemon doesn't get automatic status. With substitute up, try to get a Swords Dance or Nasty Plot in.
Once you've been brought to low health, you can try to pull of a memento. This can be a great strategy, as Seflawisp faints allowing you to pass your boosts, while the opponent will be forced to switch out, because you've brought something in with boosted attack or special attack, and the opponent now has highly decreased defense, allowing your sweeper to boost again or set up further.
Protect is needed if you think you're in trouble and want to scout your opponent. It's also a perfectly acceptable move to utilize on your first turn, making sure you still don't get statused.
The EV spread is trying to make Seflawisp last as long as possible to get as many boosts as it can. Max speed allows it to hopefully outspeed some slower things so it can possibly pull off a memento before it's gone.
