Meh, it's average. For the original Rotom, it is obviously more powerful, but it probably should be better than the Rotom forms, so it influences the player to level Rotom, not just make another form to increase the Base Stats.
Pseudomotion seems pointless in a way, I think it should at least have 15 Base PP. You could just keep on faking attacks. Or it could work like Protect/Detect, where it usually fails if you use it twice in a row.
