Wrectan was either blessed or cursed with its ability Momentum. Momentum is essentially a built-in choice band. No Wrectan can ever use an attack then switch to another attack, so Wrectan sets will be either Choice Band or Choice Scarfed. There's no other set it can possibly used.
Wrectan was blessed, though, because with both Momentum and Choice Band, all of Wrectan's attacks are boosted a monstrous 70%, and with 120 base attack and decent dual STAB, you have something truly devastating. How about some calculations?
Earthquake has a base power of 100. With stab, it's power is now 150. Including Momentum, it's attack is boosted to 170. Now including Choice Band, Earthquakes power is increased to 220 base power coming off of 120 base attack. That is about as powerful as it gets. The drawback is, of course, that there are a large number of fliers and levitators running around in this metagame. Therefore, there's Stone Edge. While not a STAB attack and having horrible accuracy, Stone Edge will still reach a base power of 170 after Momentum and Choice Band, which will easily kill anything weak to it from Wrectan's attack stat.
The last two are truly difficult picks. Double Edge reaches roughly 196, and Payback, if Wrectan goes last, will be as powerful as Earthquake, and Payback can hit every Pokemon in the game. For this reason, you may want to possibly drop Wrectan's speed EVs for defense or HP, and give it a -Spd nature with 0 speed IVs. This nearly guarentees Wrectan goes last, which guarentees a 220 base power attack every turns, unless you're against the likes of Bronzong or Snorlax.
