Okay, you obviously don't know how to breed.
Unless the Man says "They prefer to play with other Pokemon", they will breed. It just takes much longer if they don't like each other.
Keep cycling through Solaceon and eventually you'll get an egg. Don't forget to refresh the map by going to a different route and returning to town.

I've done what you've done a hundred times. I've cycled about 10,000 steps to try and get one pokemon.
And I know how to breed and what to do to make sure the result pokemon is good. The game just won't co-operate.
