You read right, because if you didn't know, living creatures could get scared.

Ability/Scared is overpowered. Either make the ability 10% or make it Attract-like

...it's 30% of the time they lose 10% attack. It's like only losing 3.3% of your attack and taking 3.3% extra damage, if you say it's overpowered, you may just be high.

Or maybe you should just USE AN EXISTING ABILITY FOR ONCE

Hmm, ok, it would be ever so easy just to change the ability like that, but I'm honestly not voluntarily gonna do it. Now, otgar than yours and ninplayer's constant complaints on one part of the pokemon that could be changed in a mere 15 seconds, how is it?

Huh. And the definition for Scared is a little too confusing for me.

- It needs an evolutionary method not involving an already existing item. - Work out the ability a bit. - If I remember, from a GameFAQs topic, everyone agreed that a Ghost Eevee should be called Obliveon.

ob⋅liv⋅i⋅on /əˈblɪviən/ [uh-bliv-ee-uhn] –noun 1. the state of being completely forgotten or unknown: a former movie star now in oblivion. 2. the state of forgetting or of being oblivious: the oblivion of sleep. 3. official disregard or overlooking of offenses; pardon; amnesty.
Last I checked, Ghosts are typically forgotten or unknown.

Ghost isn't really a type of Eeveelution we need, since we already have Umbreon, and Ghost and Dark are redundant alongside each other.
On top of that would be its lack of a niche. If you make it a physical attacker, it's outclassed by Burdummy. If you go special, lol Gengar. If you make it a wall, lol Rotom-a/Dusknoir/Spiritomb/etc...
A Ghost-typed Eevee just wouldn't really fill any bills.
